Boomerang - Chapter site template

There are a couple variations of a site template for your chapter.

1. Angular version
   • Active, based on recent versions of Angular and Angular-Material.
   • Free hosting on GitHub Pages.
2. Polymer version
   • Inactive, based on deprecated version of Polymer (pre-1.0).
3. Version to host on Google App Engine
   • Active. GitHub Pages hosting is more straight forward, but this version has better SEO.
